To fix the error "You do not have access to 'get settings global' in the web services system. Please contact your system administrator", you need to enable the permission WS_ROSTER_MENU.GET_SETTINGS_GLOBAL for the affected userโs menu profile.
Steps to enable WS_ROSTER_MENU.GET_SETTINGS_GLOBAL
Go to Core Portal
Navigate to Security
Select Menu Profiles
Find and select the relevant menu profile assigned to the user experiencing the issue
Click Manage Menu Options
Search for WS_ROSTER_MENU.GET_SETTINGS_GLOBAL
Enable (check/select) this option
Save the changes
Ask the user to log out and log back in for the permission change to take effect
